Job summary

City of Cocoa Beach is seeking a seasoned HR & Risk Management leader to plan, direct, and execute comprehensive people strategies for the city. The role reports to the City Manager and oversees staff, labor relations, benefits coordination, safety, and compliance.

Onsite responsibilities include budgeting, recruitment, training, and maintaining personnel records while guiding risk mitigation and workplace safety initiatives.

Qualifications

• Bachelor’s degree in human resources management, business, or public administration
• 7 to 10 years of progressively responsible experience in public personnel administration and management
• Preferred: Senior Professional Human Resources (SPHR) or IPMA Certified Professional

Responsibilities

• Direct staff and oversee HR & Risk Management Department activities; plan, organize, direct, and coordinate City personnel programs
• Administer and negotiate collective bargaining agreements; analyze and interpret contract provisions
• Develop recruitment and training programs to support workforce requirements
• Prepare the department’s annual budget and monitor funds
• Coordinate and administer City benefits, Workers’ Compensation, and risk management initiatives
• Maintain City personnel records and ensure compliance with laws and regulations
