Job summary

City of Riverside seeks a highly experienced Human Resource Director to lead HR and risk management operations. You will supervise a small team, oversee labor relations, benefits, payroll changes, compensation, recruitment, policy development, and budget management under the City Administrator’s guidance.

Responsibilities include advising leadership, ensuring HR compliance, coordinating with department heads, and directing risk management and training initiatives.

Qualifications

• Bachelor’s degree in Human Resources, Industrial/Organizational Psychology, Business, or related field is required.
• Master’s degree in HR, I/O Psychology, Business, or related field preferred.
• Professional certification through PSHRA, SHRM, or HRCI is highly preferred.
• 5+ years of progressive HR experience, public sector with 2+ years as a supervisor.

Responsibilities

• Direct and oversee all human resources functions, including policy development, employee relations, talent acquisition, compensation, performance management and HR compliance.
• Collaborate with Finance Director to execute bi-weekly payroll.
• Advise leadership on personnel matters, policy interpretation, investigations, and organizational development initiatives.
• Develops and administers the HR budget and staffing levels.
