Responsibilities

• Provides recruitment and selection of qualified personnel, interviews applicants, checks references, and makes recommendations to the Superintendent.
• Ensures employees have proper certification and are placed in appropriate assignments.
• Directs collective bargaining preparation and participates in staff negotiations.
• Administers and interprets all collective bargaining agreements and represents the District in hearings.
• Oversees discipline and/or discharge proceedings as directed by the Superintendent.
• Assists in determining the school calendar with the Educational Association to reach an agreement.
• Maintains permanent HR records and compliance with state and federal records retention requirements.
• Reports state and federal data accurately (e.g., REP) and responds to personnel information requests.
• Maintains knowledge of relevant laws (e.g., Michigan School Code, PERA, FLSA).
• Develops and maintains HR data bases and administers employee benefits eligibility.
• Issues employment contracts and oversees payroll placement of staff.
• Oversees daily substitutes as applicable and administers salary schedules for non-represented staff.
• Prepares and administers the HR budget and counsels staff on employee relations.
• Develops HR policies and procedures and participates in Board meetings as needed.
• Represents the district in related meetings and committees; serves on the Superintendent’s cabinet.
