INTERIM HUMAN RESOURCES DIRECTOR

Reports to: Superintendent

Manages the planning, delivery, assessment, and ongoing improvement of the district human resources (HR) functions and operations. Keeps the superintendent informed about the district’s emerging issues in labor relations or human resources.

Required Qualifications
  • A Bachelor’s degree or its equivalent required with an emphasis in human resources, organizational development or labor law preferred. MA in HR related field preferred.
  • Three (3) to five (5) years of experience in human resources, organizational development, and/or labor law in progressively more responsible and expansive positions preferred.
  • SHRM-CP/SCP or HRCI certification preferred.
  • A record free of criminal violations that would prohibit public school employment.
  • Embodies high ethical standards and integrity.
  • Ability to establish working relationships with co-workers and function as part of a cohesive team.
  • Strong technical HR knowledge including but not limited to compensation, employment laws, FLSA, FMLA, employee relations, recruiting, staffing and selection, performance management, training and development.
  • Requires a high degree of diplomacy and the ability to work with and influence persons in all types of positions.
  • Strong organizational skills to manage resources, applications, and initiatives.
  • Ability to plan, prioritize and coordinate complex multiple projects in a fast-paced environment.
  • Demonstrates effective, clear and concise oral and written communication.
  • Effective organizational planning and management skills.
  • Ability to monitor and manage compliance with health, safety, and environmental laws/regulations.
Essential Job Functions
  • Acts as the District FOIA Coordinator.
  • Directs district-wide human resource activities that include labor/employee relations, recruiting, selection, classification, compensation, benefits, training, organizational development, personnel records, regulatory compliance, and employee services.
  • Participates as an active member of the management team. Articulates a clear philosophy and shared vision of learning.
  • Upholds board policies and follows administrative guidelines/procedures.
  • Promotes the district’s mission, philosophy, and vision. Builds internal/external partnerships that support district goals and enhance student learning.
  • Advances the district’s professional image. Maintains open/effective communications. Uses problem‑solving techniques to tactfully address and resolve questions/concerns.
  • Updates the personnel policy manual and employment section of the staff handbook. Develops new and updates existing job descriptions.
  • Directs the posting of open positions, recruits candidates, and conducts interviews and background investigations.
  • Coordinates employee orientation processes.
  • Recruits and maintains a pool of qualified substitutes.
  • Assists in the coordination of negotiations with bargaining units to formulate salary schedules, benefits, and terms/conditions of employment.
  • Administers continuing contracts, demotions, transfers, non‑renewals and termination processes.
  • Administers the district workers’ compensation program.
  • Upholds applicable local, state, and federal laws, and attends training programs as needed.
  • Maintains effective relationships with community services (e.g., legal, health, welfare, etc.), and responds to emergencies as needed.
  • Assists with threat reporting, assessment, and response procedures.
  • Conducts health/safety in‑service training programs for district staff as requested.
  • Promotes professionalism, and collaborates with supervisors to improve staff competencies.
  • Develops work schedules, ensures the equitable distribution of workloads, and ensures that essential services are maintained during staff absences.
  • Supervises the collection, verification, and data entry/recording of program information as directed.
  • Prepares/maintains accurate records, and submits required paperwork on time.
  • Maintains the confidentiality of privileged information.
  • Reports suspected child abuse and/or neglect to civil authorities as required by law.
  • Performs other specific job‑related duties as directed.

Supervisory: Supervises and evaluates assigned staff under the direction of the superintendent.

Performance: Job Performance is evaluated according to policy provisions and contractual agreements.

Evaluation: Adopted by the Swartz Creek Community Schools Board of Education.

Salary: A competitive compensation commensurate with experience.
