Global Resource Solutions, Inc. (GRS) seeks a Government Capture and Business Development Lead for part-time engagement in McLean, VA.

The role focuses on identifying and shaping high-priority government contracting opportunities for our Protégé firm, coordinating capture strategies, and driving submissions through to award. The role requires building relationships with contracting officers and program managers, leading customer discovery, and translating feedback into actionable pursuit plans.

Qualifications

• Previous service as a military or civilian contracting officer, acquisition officer, program manager, or acquisition professional.
• Experience with or supporting military services, defense agencies, or civilian agencies.
• Record of winning government contracts, pilots, or prototype agreements.
• Experience with software, AI, data platforms, cybersecurity, or defense tech.
• Familiarity with federal, state, and local procurement processes and contracting pathways.

Responsibilities

• Own or coordinate end-to-end capture and pursuit lifecycle.
• Identify federal, defense, state, and local opportunities and develop capture strategies.
• Build and maintain a pipeline of opportunities across agencies and paths.
• Conduct rapid research into agencies, funding, incumbents, and decision-makers.
• Translate government feedback into concrete pursuit actions and requirements.
• Lead or support customer discovery with government stakeholders.
• Prepare teams for meetings, briefings, and industry engagements.
• Surface risks early and develop mitigation plans.
• Manage proposals, compliance, and submissions to win contracts.
