Job summary

The City of El Paso Texas is seeking a competent professional to plan, direct, and oversee the utility's fleet and capital asset management program. You will ensure acquisition, deployment, tracking, maintenance, compliance, utilization, and lifecycle replacement of assets aligned with operational needs and long-range capital investment objectives.

Qualifications

• Bachelor’s degree or higher in Business Administration, Public Administration, Finance, Accounting, Supply Chain Management, Logistics, Engineering, Construction Management, or a closely related field and four (4) years of progressively responsible experience managing fleet, capital assets, equipment, capital improvement projects, procurement activities, or related programs, including two (2) years of supervisory experience.
• Associate’s Degree in Business Administration, Public Administration, Finance, Accounting, Supply Chain Management, Logistics, Engineering, Construction Management, or a closely related field, and six (6) years of progressively responsible experience managing fleet, capital assets, equipment, capital improvement projects, procurement activities, or related programs, including two (2) years of supervisory experience.
• Licenses and Certificates: Valid Texas Class "C" Driver's License or equivalent from another state by the date of appointment.

Responsibilities

• Plan and manage the lifecycle of the utility’s fleet, vehicles, maintenance and construction equipment, and related capital assets.
• Develop fleet and capital equipment plans and replacement strategies; analyze total cost of ownership and available funding.
• Coordinate fleet and capital asset planning and activities with internal and external stakeholders; prepare capital planning recommendations and performance reports.
• Administer compliance, internal controls, and performance management programs related to fleet, fuel, equipment, and capital assets.
• Supervise assigned staff; duties include scheduling, assigning, training, and evaluating performance; enforce safety and regulations.
