Job summary

Diné Development Corporation (DDC) seeks a Program Manager to oversee the NASA NESS GSFC/WFF contract, ensuring cost, schedule, and performance compliance while coordinating with the CO, COR, and field staff across sites.

You will lead risk management, subcontractor integration, and environmental multi-media planning, directing site teams, conducting IPRs, and delivering milestones through a robust PM system.

Qualifications

• Bachelor's degree in environmental science, engineering, or related field; advanced degree preferred.
• Proven program/project management experience leading environmental compliance contracts, ideally federal.
• Experience managing multidisciplinary technical teams and subcontractor integration.
• Experience interfacing with government Contracting Officers and CORs; manage cost, schedule and performance.
• Knowledge of multi-media environmental compliance (air, water, waste) and regulatory frameworks.
• Ability to pass background check for badge access.

Responsibilities

• Hold overall responsibility for cost, schedule, and performance across the NESS GSFC/WFF contract.
• Serve as primary liaison to NASA's Contracting Officer and COR; mobilize resources and SMEs to resolve issues.
• Direct Site Manager and field staff through Technical Program Leads and environmental teams.
• Identify and mitigate contract risks; advise on risk mitigation and compliance.
• Lead IPRs and status reporting; embed Technical Readiness Reviews for milestones.
• Administer subcontracts and integrate teaming partners as a unified program team.
• Oversee staffing, retention, surge/backfill, and monthly reporting.
• Ensure deliverable tracking, scheduling, safety oversight, and performance reporting.
• Champion stakeholder engagement and communication planning across GSFC/WFF stakeholders.
