Job summary

City of New York’s Bureau of Wastewater Treatment seeks a Director of Procurement and Program Management to oversee two divisions and drive programmatic improvements. You will lead procurement for diverse contracts, manage a multi-hundred-million-dollar budget, and coordinate major BEDC/NYPA programs while ensuring compliance with design guidelines and operability standards.

The role reports to the BWT Assistant Commissioner of Engineering and requires strong communication skills, deep knowledge

Qualifications

• Master's degree as specified and two years of professional experience in budget/financial administration or related fields; 18 months in an executive/managerial capacity.
• Bachelor's degree with four years of professional experience in the described areas; or
• Associate degree with six years of professional experience as described; or
• Four-year high school diploma with eight years of professional experience as described.

Responsibilities

• Procurement of all BWT contracts and goods/services, including repairs, construction JOCs, TOCs, capital and consultant contracts; manage contract payments and change orders.
• Oversee BWT's $390M annual expense budget, tracking expenditures and developing funding justification for Budget Plans.
• Coordinate BEDC and NYPA programs to ensure projects meet BWT requirements and design guidelines.
• Track contract utilization and ensure vendor performance for JOC and TOC programs.
• Serve on the SLT and liaise with oversight offices; support presentations to the Office of Management and Budget.
