Qualifications

  • Bachelor’s degree in Business Administration, Finance, Supply Chain Management, Public Administration, or a related field required.
  • Professional procurement certification preferred, or ability to obtain certification within a reasonable period.
  • Minimum of ten (10) years’ experience in procurement, sourcing, purchasing, contract administration, or supplier management, preferably within higher education.
  • Demonstrated experience leading procurement operations, contract administration, and vendor relationship management programs.
  • Experience with negotiation and management of construction contracts and construction related equipment and supplies.
  • Proven success in negotiating complex contractual agreements and developing strategic supplier partnerships.
  • Experience developing and implementing procurement policies, procedures, and internal controls.
  • Strong knowledge of competitive bidding processes, contract management practices, and regulatory compliance requirements.
  • Demonstrated ability to build collaborative relationships and effectively partner with a diverse campus community and senior leadership.
  • Excellent analytical, organizational, problem-solving, and decision-making skills.
  • Exceptional written, verbal, and interpersonal communication skills.
  • Proficiency with financial and enterprise systems, including advanced use of Microsoft Excel and Microsoft Word.

Responsibilities

  • Provide leadership for all procurement functions, including sourcing, purchasing, competitive bidding, contract negotiations, and supplier management.
  • Identify and implement strategic sourcing opportunities that deliver cost savings, process improvements, and enhanced service levels.
  • Monitor market trends, supplier performance, and emerging procurement practices to support continuous improvement and innovation.
  • Direct and oversee the University’s Contract Administration Office, ensuring effective management of the contract review, approval, execution, and monitoring process.
  • Manage the full contract lifecycle for procurement, service, technology, leasing, and other institutional agreements.
  • Partner with Legal Affairs to ensure review, negotiation, and compliance of standard and non-standard contractual agreements.
  • Ensure compliance with contractual obligations, laws, MWBE requirements, and internal controls.
  • Maintain systems and controls to reduce institutional risk and safeguard resources.
  • Establish and maintain relationships with strategic suppliers and service providers.
  • Lead vendor negotiations to secure favorable pricing, service levels, and terms.
  • Evaluate supplier performance and adjust sourcing strategies as needed.
  • Ensure uninterrupted delivery of critical goods and services across the institution.
  • Collaborate with Facilities Operations, IT, Athletics, and Academic Affairs to support procurement needs.
  • Provide guidance on procurement policies, contract terms, vendor selection, and purchasing best practices.
  • Develop and deliver procurement training and communications for campus.
  • Oversee RFP/RFQ processes to ensure transparency and compliance.
  • Manage procurement agreements, construction and service contracts, and other purchasing documents.
  • Supervise, mentor, and develop procurement staff.
  • Oversee One Card Program and related policies; leverage procurement tech for reporting.
  • Perform related responsibilities as assigned.
