New York State Homes and Community Renewal (HCR) is seeking a Senior Director, Contracts and Administration in New York, NY. The role leads procurement, contract administration, and related functions to ensure regulatory compliance and organizational efficiency.

The Senior Director provides executive leadership, guides procurement staff, and partners with the VP to shape strategy while ensuring transparency and accountability across all sourcing activities for HCR’s Affordable Housing

Qualifications

• Bachelor’s degree in Public Administration, Business or related field.
• 7+ years of progressive experience in procurement management, ideally in public sector or government-regulated environment.
• At least 4 years of management/leadership experience; ability to lead teams and influence decisions.
• Knowledge of New York State procurement rules, regulations, policies and best practices.

Responsibilities

• Provide executive-level leadership in development, evaluation, and oversight of procurement methods (RFPs, RFQs, etc.).
• Shape strategic direction of procurement, contract administration, and related administrative functions.
• Lead procurement lifecycle to ensure compliant, competitive sourcing.
• Approve purchase orders in SAP and NYS Financial System (SFS).
• Develop SOPs for procurement and contract administration and monitor KPIs.
