Job summary

Housing Authority of Cook County in Chicago seeks a Director of Project-Based Vouchers (PBV) and Special Programs to provide strategic leadership, regulatory direction, and executive oversight of PBV operations and HUD special initiatives.

You will drive program development, monitor performance, and build partnerships with developers, workforce and educational entities, and government agencies to enhance housing stability and resident self-sufficiency while ensuring responsible stewardship of

Qualifications

• Seven (7) years of progressively responsible experience administering federally assisted housing programs.
• Minimum of three (3) years of management or supervisory experience.
• Experience administering PBV Programs required.
• Experience overseeing HUD-funded Special Programs preferred.
• Experience working with developers, community organizations, and governmental agencies preferred.
• Experience interpreting HUD regulations and managing compliance reviews.

Responsibilities

• Direct all operational aspects of the PBV Program.
• Oversee PBV developments, HAP contracts, and owner relations.
• Monitor PBV occupancy, portfolio performance, and lease-up.
• Provide strategic oversight of FSS and HUD Special Programs.
• Develop partnerships with developers and community organizations.
• Ensure regulatory compliance and respond to HUD monitoring.
