Job summary

INLIVIAN, Charlotte, NC, seeks an experienced housing leader to direct the HCVP and ensure HUD compliance while promoting efficiency and strong voucher utilization. The role oversees budgeting, staff development, and external partnerships to advance family stability and community impact.

The ideal candidate has a bachelor's degree, 7+ years in HCVP or affordable housing, 3+ years of supervisory experience, and willingness to obtain HUD certifications within 18 months.

Qualifications

• Bachelor's degree in Business, Public Administration, or related field.
• 7+ years in HCVP administration, property management, or affordable housing.
• At least 3 years of supervisory experience.
• Strong knowledge of HUD regs, HCV eligibility and rent calculations, HQS standards, and budget/financial management.
• Clear, empathetic communication with diverse individuals; tact and sound judgment.
• Valid NC or SC driver's license.
• Willingness to obtain HUD certifications within 18 months of hire.

Responsibilities

• Set direction for HCVP; ensure HUD compliance while driving efficiency and voucher utilization.
• Supervise and develop a team of program professionals.
• Oversee budgeting, funding applications, rent reasonableness, utility schedules, and HUD reporting.
• Apply HUD regs, eligibility, HQS, and EIV for program integrity and 50058 submission.
• Manage HCV budget and monitor monthly HAP disbursements and voucher utilization.
• Build bridges with providers, officials, lenders, and partners; resolve disputes with fairness.
• Partner with Client Services to connect participants with self-sufficiency and homeownership programs.
• Represent INLIVIAN at public events and with the Board.
