Job summary

City of El Paso is seeking a seasoned professional to oversee the development, negotiation, and management of professional services and construction contracts. The role involves coordinating with legal and financial teams to ensure funding and compliance, while supervising staff and managing bid processes.

The position requires a Bachelor's degree in business/public administration or related field and at least four years’ experience in contract-related work within public sector settings.

Qualifications

• Bachelor's degree or higher in business or public administration, social/behavioral sciences or related field, and four (4) years of experience in contract development or administration; grant administration; or purchasing at the federal, state or local level.

Responsibilities

• Oversee and execute professional services and construction contracts.
• Develop, write, negotiate, finalize and execute contract modifications.
• Issue Notices to Proceed.
• Develop and oversee processes and administration of established contracts.
• Coordinate with Legal Department to provide technical assistance on contracts.
• Ensure compliance with contract terms and funding allocations.
• Monitor bid processes, evaluate bids and proposals.
• Supervise assigned staff and ensure performance.
