Job summary

City of El Paso seeks a seasoned finance executive to oversee daily accounting operations, financial reporting, payroll, AR/AP, budgeting, and debt management. The role requires a BA/BS in accounting, business, or public administration, with at least six years of professional accounting experience and two years in a supervisory capacity.

Ability to manage grant activities, treasury functions, and ERP systems implementation will be essential.

Qualifications

• Bachelor's degree or higher in accounting, business or public administration, finance or related field.

Responsibilities

• Assist in developing, monitoring, and managing the City’s day-to-day accounting and financial operations, including financial reporting, payroll, accounts payable, accounts receivable, capital assets, debt management, revenues, operating expenditures, and budget oversight.
• Provide support for grant management and treasury functions as needed, and assume decision-making authority in these areas when designated.
• Communicate and implement GAAP/GASB-compliant policies and procedures; oversee internal controls and periodic audits.
• Coordinate preparation of annual financial reports and liaise with external auditors; ensure compliance with laws, ordinances, and bond covenants.
• Supervise assigned financial staff; enforce personnel policies and foster professional development.
