Job summary

City of Raleigh seeks a Supervisor - Capital Planning Financial to lead the evaluation of resources, planning procurement, and oversee the capital improvement budget for the Raleigh Water Department. You will supervise staff, manage large capital programs, and provide expertise in fund accounting and grant management.

The role requires a Bachelor's degree in a related field and 3–5 years of administrative/financial experience. Substitute qualifications may apply per policy.

Qualifications

• Bachelor's Degree in Business Administration, Accounting, Finance, or related field.
• 3 to 5 years' experience in administrative, financial, budgeting, program management, or a related field.
• Equivalent combination of training and/or experience may be substituted

Responsibilities

• Performs advanced financial analysis and modeling.
• Oversees fiscal capital programs and coordinates project cash flow analysis for bond sales.
• Supervises staff that manage contract routing and payment processing.
• Manages capital budget preparation and monitors assigned budgets, expenditures, contracts and proposals.
• Prepares fiscal impact assessments for major capital projects.
• Coordinates calculation, planning and scheduling of rates and fees; recommends changes in rate models.
• Creates and develops reports.
• Researches standards and legislation to streamline processes.
