The Supervisor - Capital Planning Financial is a lead department fiscal administrator evaluating resources, planning procurement and overseeing capital improvement budget to ensure the fiscal stability of the Raleigh Water Department. Work involves responsibility for a large capital program, analyzing financial data, supervising staff responsible for contract routing and payment processing, overseeing financial operations of the utility, and providing subject matter expertise in fund accounting and grant management.

Duties and Responsibilities

• Performs duties and projects of a generally advanced nature in the following general areas: Financial Analysis, Business Modeling, Decision Support, Policies and Controls, and Budget support.
• Oversees the fiscal capital programs, coordinates development of project cash flow analysis, updates of documents and other information needed by the City Finance Department in managing bi-annual bond sales.
• Supervises fiscal staff that manage high volume contract routing and payment processing.
• Manages capital budget preparation, monitors and assists in administering assigned budgets, expenditures, contracts and/or proposal requests.
• Prepares fiscal impact assessments of major capital improvement projects.
• Coordinates the calculation, planning and scheduling of rates and fees and recommending changes in the rate model.
• Creates and develops reports.
• Researches complex standards and legislation to recommend changes and improvements for streamlining processes.

Education and Experience:

Bachelor's Degree in Business Administration, Accounting, Finance, or related field; 3 to 5 years' experience in administrative, financial, budgeting, program management, or a related field
