City of Raleigh's Raleigh Water is seeking a Sr. Business Services Analyst to lead a Fleet Program serving over 1,100 vehicles and equipment assets across water, wastewater and stormwater operations. You will guide a team to keep resources safe, reliable, and ready to support employees in serving communities.

The role emphasizes strategic leadership, data-driven decision making, and collaboration with cross‑department teams to optimize fleet planning, replacement, and performance analytics.

Qualifications

• Bachelor’s Degree in Business or Public Administration, or a related field.
• 1–3 years’ experience in business analysis, or a related field.
• Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted.

Responsibilities

• Provides strategic leadership for the Raleigh Water Fleet Program, ensuring efficient, safe, compliant, and cost-effective management of fleet assets.
• Plans, organizes, directs, and evaluates all fleet operations, maintenance programs, replacement planning, and lifecycle management for 1,100+ assets.
• Supervises professional and technical staff, including Senior Fleet Maintenance Specialists; sets performance expectations and supports staff development.
• Coordinates planning, specification development, procurement, acquisition, replacement, and disposal of fleet assets.
• Establishes fleet replacement strategies using lifecycle cost analysis, utilization data, maintenance trends, and operational needs.
• Directs administration of fleet technology platforms including Geotab, telematics, key management, and fuel management systems.
