Job summary

City of Stamford seeks a Capital Budget Manager to independently manage the City's capital and project budgeting processes under the Director of the Office of Policy and Management. You will analyze programs, update budget systems, and assist departments in funding decisions and internal controls.

You will oversee the capital budget preparation from requests to adoption, advise Mayor and boards, assess funding needs, monitor projects, prepare reports, and support year-end closing.

Qualifications

• Bachelor's degree in finance, accounting, business/public administration, economics, or related field.
• 5–7 years of progressively responsible experience analyzing data, developing financial models and forecasts, and making fact-based recommendations.
• Master's degree in business administration or a related field preferred.
• Experience with complex financial systems and large data sets required.

Responsibilities

• Manages and coordinates preparation of the capital budget from initial departmental requests through final adoption, including Planning Board review.
• Assists the Mayor in developing the proposed capital budget and advises the Board of Finance and Board of Representatives during their review and adoption of the budget.
• Assesses capital project funding needs and recommends appropriate funding sources, including bond proceeds and capital nonrecurring funds.
• Monitors approved and funded capital projects; reviews requisitions for funding availability, required approvals, and validity; ensures requests do not exceed authorized funding; and coordinates funding increases and project closeouts when appropriate.
• Prepares quarterly capital spending reports and capital schedules; assists in year-end audit materials.
• Assists in preparing annual budget books and related reports for operating, capital, WPCA budgets.
• Prepares quarterly capital expenditure projections and analyses for key stakeholders.
• Reviews Oracle Project Portfolio Management (PPM) data and ensures accuracy.
• Reviews, maintains, and reconciles project subledger data; prepares ad hoc reports as needed.
• Analyzes capital investment opportunities and develops financial models to inform decisions.
• Collaborates with cross-functional teams to monitor project performance and support data-informed decisions.
• Attends Board meetings as required and assists in related communications.
• Assists in monthly and year-end closing activities and maintains procedures.
