Under the general direction of the Director of the Office of Policy and Management, or designee, the Capital Budget Manager independently manages the City's capital and project budgeting processes. The position conducts complex fiscal, operational, and management studies; analyzes City programs, operations, and policies; maintains and updates budget-related information systems; and assists departments in managing capital project funding, controlling costs, improving efficiency, and strengthening internal controls. Performs other related duties as required.
- Manages and coordinates preparation of the capital budget from initial departmental requests through final adoption, including Planning Board review and recommendations.
- Assists the Mayor in developing the proposed capital budget and advises the Board of Finance and Board of Representatives during their review and adoption of the budget.
- Assesses capital project funding needs and recommends appropriate funding sources, including bond proceeds and capital nonrecurring funds.
- Consults with the City's bond consultant regarding capital and bond-issuance resolutions and related financing matters.
- Monitors approved and funded capital projects; reviews requisitions for funding availability, required approvals, and validity; ensures requests do not exceed authorized funding; and coordinates funding increases and project closeouts when appropriate.
- Prepares quarterly capital spending reports for the Director of the Office of Policy and Management, or designee, and the Controller's Office; prepares capital schedules and other materials required for the year-end audit.
- Assists in preparing annual budget books and related reports for the operating, special revenue, capital, and WPCA budgets.
- Prepares quarterly capital expenditure projections and analyses for the Director of the Office of Policy and Management, or designee, the Mayor, Board of Finance, Board of Representatives, Investment Advisory Committee, and Planning Board.
- Reviews the original capital budget and subsequent budget adjustments in Oracle, including grants, and verifies compliance with applicable financial policies and procedures.
- Reviews, maintains, and reconciles Oracle Project Portfolio Management (PPM), the project subledger.
- Prepares ad hoc reports and analyses and responds to information requests from the Mayor, elected officials, and City administration.
- Analyzes annual, quarterly, and off-cycle capital investment opportunities; develops detailed financial models; and provides evidence-based recommendations to the Director, or designee.
- Collaborates with cross-functional teams to monitor project performance and support data-informed decision-making.
- Attends regular and special meetings of the Board of Finance, Board of Representatives, and Planning Board, as required.
- Assists in preparing journal entries and performs related tasks necessary for monthly and year-end closing activities.
- Develops, documents, and maintains procedures for all related processes.
- Supervises the Mail and Duplicating Department.
- Advanced proficiency with software used for fiscal analysis, including Microsoft Excel, Access, Word, PowerPoint, SQL, databases, and related applications.
- Thorough knowledge of the principles, methods, and practices of public administration, municipal finance, budgeting, and auditing.
- Thorough knowledge of applicable laws, ordinances, regulations, and policies governing municipal finance and budgeting.
- Working knowledge of financial recordkeeping, reporting, and records management principles and procedures.
- Ability to manage projects from initiation through completion; analyze organizational programs; conduct studies; and identify effective solutions.
- Ability to design and administer statistically valid survey instruments and perform statistical analyses.
- Ability to represent the department effectively at meetings with elected and appointed boards.
- Ability to understand, interpret, and apply fiscal and budgetary requirements, procedures, and policies.
- Ability to prepare and present complex oral and written reports and interpret complex material.
- Ability to communicate effectively, orally and in writing, with department directors, employees, elected officials, appointed officials, and the public.

- Supervisory and leadership skills are necessary to guide, motivate, and support team members.
Graduation from an accredited college or university with a bachelor's degree in finance, accounting, business administration, public administration, economics, or a related field; and five to seven years of progressively responsible experience analyzing and interpreting data, developing financial models and forecasts, and making fact-based recommendations.
Experience with complex financial systems and database management is required, including the ability to manage large data sets and clearly identify, report, and present key findings. Demonstrated experience supporting significant operational decisions with high-quality financial analysis is also required.
A master's degree in business administration or a related field is preferred.
Advanced proficiency in Microsoft Excel and proficiency in standard desktop applications, including Word and PowerPoint, are required.
