Job summary

New York City Housing Authority (NYCHA) seeks a Senior Advisor to Modernization Programs to align Operations with PACT, the Trust and CompMod. You will drive program pipelines, coordinate with Strategy & Innovation, and oversee budgets and trainings for staff across modernized properties.

This role reports to the COO and requires strong leadership, communication, and project management to ensure smooth transitions to Section 8 and related program goals.

Qualifications

• Bachelor's degree and four years of full-time experience in a large government agency or business firm.
• At least 18 months in a responsible administrative, consultative, managerial or executive capacity.
• Education and/or experience equivalent to the above with eighteen months of relevant experience.

Responsibilities

• Serve as COO’s liaison to NYCHA programs such as PACT, the Trust, and CompMod and ensure boroughs, neighborhoods, and properties have updated, transparent information.
• Develop clear programmatic pipelines and lead process improvements for Operations' engagement with each program.
• Coordinate with Strategy & Innovation to develop an effective operating model for Trust sites, including M&O budgets.
• Review and facilitate operational changes for successful management of CompMod sites.
• Coordinate with Learning & Development to plan trainings for staff at modernized properties to match new equipment systems.
• Support Real Estate, Public Housing Tenancy Operations and Property Management Operations in conversion readiness to Project-Based Section 8 via Trust or PACT.
• Lead project management for all operations-focused workstreams for Trust sites, including IT, property transition, hiring, and Section 8 lease signing.
• Visit NYCHA developments and Borough offices to resolve issues affecting Property Management Operations.
• Help coordinate major modernization efforts including voting, relocation, lease signing, and related activities.
• Participate in construction scoping discussions to ensure Operations requirements are represented.
