THE ACTUAL SALARY RANGE FOR THIS POSITION IS $130,000 - $165,000.

The New York City Housing Authority (NYCHA) is the nation's oldest and largest public housing authority with more than 152,000 apartments and over 370,000 residents. NYCHA's mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA also administers a citywide Section 8 leased housing program that serves over 200,000 tenants. Since the 2019 Agreement between NYCHA, the Department of Housing & Urban Development (HUD), and the U.S. District Court, Southern District of New York (SDNY), NYCHA has been working under a Federal Monitor structure. The HUD Agreement sets the requirement to create a new Organizational Plan in collaboration with the Federal Monitor and sets forth various compliance related targets for NYCHA across major operational areas including: Lead, Mold, Heat, Elevators, Pest, Waste Management, and Inspections.

Under the direction of the Chief Operating Officer (COO), the Senior Advisor for Modernization Programs will be the point of contact and coordination between Operations, the Real Estate Development Department, and the Asset & Capital Management Department for planning and implementation of NYCHA's major modernization efforts. NYCHA has three major modernization programs: Permanent Affordability Commitment Together (PACT), the Housing Preservation Trust (Trust), and Comprehensive Modernization (CompMod). These three programs operate somewhat differently, are managed by different teams within the organization, and require varying types of involvement and collaboration with Operations. The Senior Advisor will be tasked with enhancing Operations engagement to include engagement between and coordination with these programs and thus ensuring smoother and more effective program implementation.

Primary Responsibilities

The responsibilities of the Senior Advisor include, but are not limited to the following:

Serve as the COO's primary liaison to NYCHA programs such as PACT, the Trust, and CompMod and ensuring that Boroughs, Neighborhoods, and individual properties are given updated and transparent information to prepare for program requirements and operational needs.

  • Work closely with the modernization programs to develop clear programmatic pipelines and to lead process improvement efforts for how Operations engage with each program.
  • Coordinate with Strategy & Innovation and other teams to develop an effective and efficient operating model for Trust sites, including preparing Maintenance & Operations (M&O) budgets.
  • Review and help facilitate potential operational changes required for successful management of CompMod sites.
  • Coordinate with Learning & Development to plan and implement all required trainings for staff working at modernized properties to ensure skill sets match new equipment systems and service goals.
  • Support the Real Estate Department, the Public Housing Tenancy Operations team, and Property Management Operations in ensuring developments are prepared to convert to Project-Based Section 8, via either the Trust or PACT programs.
  • Lead project management efforts for all operations-focused workstreams for the Trust sites, including IT, property transition, hiring, and conversion to Section 8 -- with a special focus on the Section 8 lease signing process.
  • As needed, visit and work from NYCHA developments and Borough offices to address and resolve various issues affecting Property Management Operations; work closely with Property Management to ensure they have what they need to be successful in working with the modernization programs.
  • Help coordinate major conversion and modernization efforts including voting, relocation, lease signing, and other efforts as needed.
  • Participate in construction scoping discussions and ensure Operations requirements are represented in project scopes.
Act as Proxy of the COO
  • Represent COO in meetings and on committees.
  • Collaborate with the senior management team and provide project management and support, where necessary.
  • Diagnose and troubleshoot key organizational challenges, as needed, on behalf of the COO.
Special/Strategic Projects
  • Support high-priority projects related to conversions and modernizations on an as-needed basis (for example, implementation of the Fulton Elliott-Chelsea Bridge Plan).
  • Evaluate, plan, and execute potential operational partnerships with development partners, including joint management prior to conversion and targeted system management post conversion.
  • Oversee metric tracking and coordinate comparative data analysis of impact of modernization programs on residents and operations.
