Job summary

Effingham County is seeking an experienced Civil Engineer to plan, design, review, and manage stormwater, drainage, water, sewer, and related utility infrastructure projects for the County. The role supports regulatory compliance, coordinates with internal departments, consultants, and agencies, and leads capital project planning through construction.

The ideal candidate will have a Bachelor's degree in Civil Engineering and 5+ years of experience in public infrastructure, with strong knowledge

Qualifications

• Bachelor's degree in Civil Engineering or closely related field.
• Five+ years of progressively responsible experience in stormwater, drainage, water resources, utilities, or public infrastructure project delivery.
• Knowledge of hydrology/hydraulics, drainage design, and regulatory requirements.
• Ability to read and interpret engineering plans, calculations, and technical reports.
• Experience managing consultants, contractors, schedules, budgets, and construction activities.
• Valid driver's license.

Responsibilities

• Plan, design, review, and manage stormwater, drainage, water, sewer, and related utility infrastructure projects.
• Prepare/review hydrologic and hydraulic analyses, drainage studies, utility plans, specifications, estimates, and construction documents.
• Monitor project budgets, schedules, and contractor performance; coordinate with stakeholders.
• Engage with residents, developers, and agencies regarding permits, standards, and system impacts.
• Maintain engineering records, calculations, and project documentation.
