Job summary

Effingham County is seeking a Director of Engineering / County Engineer to lead the County Engineering Services, set priorities, and provide technical direction across Roads, Stormwater, Parks, and Utilities projects.

The role supervises division leads and project coordinators, manages the capital improvement program from planning through turnover, and coordinates with state and local agencies to ensure compliance and timely delivery.

Qualifications

• Bachelor's degree in Civil Engineering or closely related field from an accredited institution.
• PE license in Georgia or ability to obtain licensure by comity within County timeframe.
• 7+ years of progressively responsible engineering, infrastructure, or capital project experience.
• Experience managing complex capital projects and consultant contracts.
• Valid driver's license.

Responsibilities

• Direct, organize, and evaluate the work of County Engineering Services, including division leads and Project Coordinators.
• Establish departmental priorities, workloads, performance expectations, procedures, and standards.
• Oversee the County capital improvement portfolio from scope to turnover, including design and construction.
• Coordinate staff capacity and resource allocation across portfolios.
• Provide senior professional engineering review and direction for infrastructure and capital projects.
