Job summary

Effingham County is seeking a Stormwater & Utility Engineer to plan, design, review, and manage stormwater, drainage, water, sewer, and related utility projects. The role requires strong regulatory knowledge and coordination with agencies, consultants, and internal teams.

Responsibilities include hydrologic/hydraulic analyses, construction documents, and project closeout, with an emphasis on compliance, grants, and capital improvements. A Bachelor's degree and 5+ years of experience are required.

Qualifications

• Bachelor's degree in Civil Engineering, Environmental Engineering, Water Resources Engineering, or closely related field.
• Five (5) years or more of progressively responsible experience in stormwater, drainage, water resources, utilities, civil engineering, or public infrastructure project delivery.
• Valid driver's license.

Responsibilities

• Plan, design, review, and manage stormwater, drainage, water, sewer, and related utility infrastructure projects.
• Prepare and/or review hydrologic and hydraulic analyses, drainage studies, utility plans, technical calculations, specifications, cost estimates, and construction documents.
• Evaluate existing infrastructure, identify deficiencies and capacity needs, and develop technically sound capital improvement recommendations.
• Review plans and technical submittals for conformance with County standards and applicable state and federal requirements.
• Provide engineering support during construction, including submittal review, RFIs, field observations, change evaluation, testing coordination, and project closeout.
