Job summary

The Louisiana Office of Technology Services is seeking an IT Statewide Manager 3 to lead forecasting, budgeting, and service delivery within the Forecast and Demand Management unit.

You will oversee cost allocation, billing, security policy adherence, and coordinate staff while aligning with state IT goals.

This role requires extensive IT and administrative experience and the ability to manage multiple projects and stakeholders.

Qualifications

• Seven years of experience in information technology or administrative services.
• Certification in an approved area may substitute for education/experience.

Responsibilities

• Serves as Product Owner and Super Admin for the OTS Connect Billing Portal, overseeing implementation, administration, user access, and security permissions.
• Provides tier-one technical support for complex portal issues and collaborates with IT developers and tier-two support teams.
• Leads customer portal focus groups to gather feedback, enhance user experience, and guide future system improvements.
• Acts as Lead Architect for designing and implementing new and existing technologies, ensuring compliance with state and federal security policies.
• Serves as the final technical escalation point for analyzing and resolving highly complex technology issues.
• Ensures implementation and compliance with all OTS policies, procedures, and security guidelines across technology services.
• Manages development and analysis of cost allocation models, financial structures, and budget forecasts, ensuring adherence to state and federal cost recovery requirements.
• Oversees fiscal operations, including expenditure corrections, receivables, cash-flow analysis, service demand forecasting, and preparation of statewide fiscal reports.
• Tracks and reports OTS service delivery performance, service level attainment, and effectiveness of TS initiatives through metrics and benchmarking.
• Manages staff activities, coordinates special projects, conducts cost-benefit analyses for IT investments, provides policy recommendations, and performs other tasks as assigned.
