Job summary

HomeFirst seeks a Temporary Program Manager to lead the Overnight Warming Location (OWL) in San Jose, reporting to the Director of Emergency Shelter Services. The role is exempt, full-time, and benefits-eligible, with compensation of $106,856.70 annually for the program term through April 2027.

The Manager will supervise shelter staff, ensure 24/7 operations, monitor HMIS, and develop new services while coordinating with partners, volunteers, and funders to meet housing and safety goals.

Qualifications

• Bachelor’s degree in social services or related field is required or four years of social services experience in lieu of degree.
• Minimum of 1 year of leadership experience.
• Lived experience or understanding of unhoused populations is required; knowledge of housing instability issues is preferred.

Responsibilities

• Directly supervise shelter staff including Shift Supervisors, Case Managers, Resident Coordinators, and Resident Advocates.
• Oversee daily operations of the Overnight Warming Location (OWL) and ensure program effectiveness.
• Monitor HMIS data and generate reports to improve outcomes and compliance.
• Coordinate crisis interventions and maintain safety protocols on site.
• Represent the agency to funders, volunteers, and partners; support staff training and development.
