Job summary

The Program Director at Westhab Inc. oversees the 200-bed men’s homeless shelter in Queens, directing daily operations and program accountability to meet service goals.

Reporting to the Assistant Vice President of Services, the role requires strong leadership, supervisory experience, and knowledge of DHS OTDA regulations. Westhab’s mission emphasizes building communities and changing lives in NYC.

Qualifications

• Master’s degree preferred; Bachelor degree required in human services or related field.
• At least 4 years’ supervisory experience operating a DHS shelter is preferred.
• Strong administrative skills and understanding of residential operations required.
• Experience in program management and knowledge of OTDA and DHS regulations.
• Excellent communication skills in verbal and written form.
• Proficient in working in CARES.

Responsibilities

• Oversees all program operations to ensure success of the program in meeting client needs.
• Ensures compliance with DHS outcomes regarding placements, long term stayers, placement retention, facility standards, and Westhab’s performance and quality assurance measurements.
• Oversees process, census, vocational services, case management, facilities and housing placement services.
• Ensures operations follow regulatory requirements (State OTDA / DHS / Westhab).
• Provides leadership, direction and direct supervision to management staff, including Director of Social Services, Security Manager, and permanent housing placement staff ensuring support is in place to ensure the success of the shelter. Assigns driving schedule to the site driver.
• Hires and reviews performance of all management staff.
• Interfaces with the community, neighborhood associations and other local service providers.
• Experience in facilitating and leading a Community Advisory Board (CAB).
• Drives and monitors program results.
• Creates and monitor program corrective action plans when needed.
• On Call 24 hours/7 days a week.
• Other duties as assigned.
