Job summary

State of South Carolina, through SCEMD, seeks an SEOC Manager to coordinate capabilities, testing, and drill development for state operations. The role focuses on enhancing A/V systems and situational awareness tools in the SEOC and managing the PalmettoEOC common operating picture.

Responsibilities include supervising the Palmetto Steering Committee, planning for future functionality, coordinating with GIS and SERT leads, and providing training to all users.

Qualifications

• A bachelor's degree and two years' experience in operations, training and exercise, or technical planning.
• One year of project management or related experience.
• Must be computer literate.
• Ability to communicate clearly, both orally and in writing.
• Ability to establish and maintain effective relationships with association, local, and state government personnel.
• Overnight travel may be incurred during conferences, workshops, and training sessions.
• May assist with setup or breakdown of meeting rooms and equipment.
• Capable of lifting equipment up to 35 pounds.
• SC Certified Emergency Manager certification preferred or to be acquired within three years.

Responsibilities

• Serve as SEOC manager and coordinate capabilities coordination, equipment testing and drill development.
• Enhance key A/V systems and situational awareness tools in the SEOC.
• Manage the PalmettoEOC common operating picture program and supervise the Palmetto Steering Committee.
• Plan for future functionality and improvements; oversee contract and onsite vendor.
• Provide operational training to all users of the system; coordinate with GIS for decision support tools.
• Coordinate with SERT leads for response activities and training; conduct quarterly SEOC Orientation Training.
• Develop and conduct an annual SERT tabletop exercise; conduct AEOC drills and trainings.
• Maintain SEOC and AEOC SOPs and annexes; EMAP documentation.
• Assist with training development; plan and conduct monthly SEOC training for the Situation Unit.
• Maintain 24-hour Duty Officer availability; prepare reports and After-Action Reports.
