Job summary

State of South Carolina seeks an Operations/SEOC Program Manager to lead state operations, serve as SEOC manager, coordinate capabilities, test equipment, and develop drills. Manage PalmettoEOC and coordinate with GIS and SERT for response training. Maintain EMAP-ready documentation and provide training during activations and exercises.

Will supervise committees, plan monthly SEOC trainings, and conduct annual tabletop exercises while ensuring 24-hour readiness and interagency collaboration.

Qualifications

• A bachelor’s degree and two years’ experience in operations, training and exercise, or technical planning.
• One year of project management or related experience.
• Must be computer literate.
• Ability to communicate clearly in writing and oral.
• Ability to establish and maintain effective relationships with association, local, and state government personnel.
• Overnight travel may be required for conferences, workshops, and events.
• Capable of lifting equipment up to 35 pounds.
• South Carolina Certified Emergency Manager certification preferred or will seek to acquire within three years.

Job Responsibilities

Serves under the Chief of Operations as the representative for state operations responsible for the following activities/ actions: Serves as the SEOC manager and conducts SEOC capabilities coordination, equipment testing and drill development. Responsible for the enhancement of key A/V systems and situational awareness tools in the SEOC. SEOC functions are maintained and operational. Manages the PalmettoEOC common operating picture program to include supervising the Palmetto Steering Committee, planning for future functionality and improvements, overseeing the execution of the contract and onsite vendor, and providing as-requested operational training to all users of the system. Coordinates with GIS to synchronize improvements and development of decision support tools. Coordinates with State Emergency Support Function (SERT) leads for response activities and training. Conducts quarterly SEOC Orientation Training. Develops and conducts an annual SERT tabletop exercise. Conducts AEOC capabilities coordination, equipment testing and drill development. In coordination with Operations Support, conducts annual AEOC functionality drills and quarterly communications drills. Maintains coordination with appropriate AEOC points of contact. Updates and maintains the SEOC SOP and associated annexes on an annual basis. Assists with training development and implementation for SCEMD staff. Plans and conducts monthly SEOC training for the Situation Unit. Plans and conducts several rotating all-hands “SCEMD Training” days assigned to the Operations section throughout the year. Develops and maintains the Situation Unit and Operations SOPs and training plans. Maintains appropriate Operations documentation to the Emergency Management Accreditation Program (EMAP) standard. Assists with the coordination and appropriate documentation of in-person and virtual conference calls, meetings, and other coordination events. Performs duties as Operations Chief during night shift SEOC activations. Completes situation reports during SEOC activations. Prepares reports for the SCEMD Director and other state executives. Assists with documentation and preparation of After-Action Reports (AAR) for real-world events. Assists with integration of Palmetto EOC capabilities into Operations during activations. Assists with National Qualification System (NQS) development and training, as needed. Serves as one of the Division’s rotating Duty Officers and maintains 24-hour availability for assigned Duty Officer period. Other duties as assigned.

Should be able to establish and maintain effective relationships with association, local, and state government personnel. Employee may incur overnight travel during participation in conferences, workshops, and training sessions or when assigned to an affected area during or after an emergency or disaster. Employee may be asked to assist with the setup or breakdown of meeting rooms in conjunction with exercises and briefings. Capable of lifting equipment up to 35 pounds.
