Job summary

Consor is seeking a Senior Water Resources Leader in Houston to guide complex water resources and transportation infrastructure projects from planning to construction support. You will manage drainages, H&H modeling, floodplain studies, and PS&E packages while ensuring regulatory compliance and client satisfaction.

You will mentor staff, expand client relationships, and drive new work with DOT and municipal agencies, reporting to the Technical Practice Manager.

Qualifications

• Bachelor of Science in Civil or Environmental Engineering.
• Professional Engineer (PE) license.
• 15+ years of transportation engineering experience.
• 5+ years of project management experience.
• Experience leading large-scale roadway/highway projects.
• Established client relationships and pursuit experience with DOT/municipal agencies.

Responsibilities

• Lead development of project scopes, schedules, and fee estimates.
• Provide oversight and technical direction for drainage design, H&H analyses, and PS&E packages.
• Manage multidisciplinary teams of engineers, designers, and subconsultants.
• Serve as primary client contact and maintain clear communication across project lifecycle.
• Drive business development, including proposals, pursuit strategy, and client presentations.
• Oversee project financial performance and risk management to ensure successful outcomes.
