Job summary

HDR, Inc. seeks an experienced Program Manager to lead complex, multi-disciplinary infrastructure programs from planning through execution. You will advise clients on technical, regulatory, financial, and community aspects, direct HDR and subconsultant teams, and ensure governance, QA/QC, and contract compliance.

This role requires strong leadership across locations and willingness to travel. Ideal candidates hold a Bachelor's (required) and a Master's (preferred) in

Qualifications

• Bachelor's degree in Engineering, Construction Management, Planning, Sciences, Business Administration, or a closely related field.
• Minimum 3 years in deputy Program Manager or 5+ years as Project Manager/Controls Manager for programs with large capital value.
• 10 years of PM leadership for multi-disciplinary projects with significant capital values.
• Experience with alternative delivery methods (P3, DBFOM, EPC).
• Familiar with PMO structures and large program tools (PMIS, CMIS, dashboards).
• Willingness to travel and commute to client sites.

Responsibilities

• Lead multidisciplinary infrastructure programs with high technical complexity.
• Advise clients on technical, regulatory, financial, and community aspects of programs.
• Plan, direct and monitor program execution across multiple disciplines.
• Identify risks and provide strategic solutions and resource deployment.
• Develop program management plans, startup plans, and governance processes.
• Direct HDR and subconsultant teams and ensure contract alignment and QA/QC.
