Job summary

HDR is seeking a Program Manager to lead multidisciplinary infrastructure programs within the Water group. You will advise clients on technical, regulatory, financial, and community factors, directing the full lifecycle from planning to delivery.

The role requires collaboration across HDR and subconsultants, strong leadership, and a focus on performance, risk, and governance to deliver complex projects with integrity.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Planning, Sciences, Business Administration, or closely related field.
• Program management experience meeting one of: deputy to PM with $200M+ capital; PM/PM Controls with multiple $200M+ programs; or 2+ projects with $50M+ capital and multi-disciplinary teams.
• Strong leadership skills and ability to build cohesive teams; excellent client presentation skills.
• Familiarity with alternative and collaborative delivery methods (DB, PDB, CMAR).
• Experience with tools to manage large programs (PMIS, CMIS, scheduling, cost control, risk management, dashboard analytics).

Responsibilities

• Lead multidisciplinary infrastructure programs with high technical complexity.
• Advise clients on technical, regulatory, financial, and community aspects for program success.
• Plan, direct, and monitor program execution across disciplines (planning, design, construction, procurement, governance).
• Identify risks and provide strategic advice and resource deployment to address challenges.
• Develop program management plans, startup plans, and work plans to improve efficiency and accountability.
• Direct HDR and subconsultant teams; ensure contract scope delivery and QA/QC.
• Monitor financial performance against targets and drive profitability and risk mitigation.
• Support growth of HDR's program management services and client relationships.
