Job summary

Department of Health and Social Services (DHSS) in Delaware is seeking a Training and Education Specialist III to design and deliver innovative training, provide technical assistance, and develop resources that support IDEA Part C compliance for staff, providers, partners, and families.

The role requires public speaking and collaboration across programs and agencies, with a focus on partnerships and statewide early intervention system strengthening.

Qualifications

• Two years of experience delivering training or education courses, services, or activities using a variety of materials and equipment.
• One year of experience preparing and maintaining training or education records and reports such as course schedules, rosters, training updates or records of participation.
• One year of experience designing courses, curricula, lesson plans, instructional methods, materials, or activities to meet training objectives.
• One year of experience creating methods and tools to analyze and evaluate training or education needs and effectiveness.

Responsibilities

• Plans, coordinates, and delivers training and education courses and activities (in person, on‑the‑job, or virtual).
• Organizes and prepares materials and equipment for training sessions.
• Researches and selects delivery methods and materials to promote learning.
• Coaches others and provides feedback to improve performance.
• Collects and analyzes data to evaluate quality and identify needs and challenges.
• Makes recommendations for improvements to courses, materials, and resources.
• Provides technical guidance on training and education matters.
• Prepares and maintains records such as schedules and rosters.
• Completes continuing education to stay current on standards and best practices.
• Uses systems to research and report on training information.
• May manage social media content and post instructional materials.
• May operate training facilities.
