Job summary

Rover is seeking a Technical Program Manager to own complex, cross-functional programs spanning engineering, data, operations and product. You will define scope, align stakeholders, and drive execution with structured thinking and measurable KPIs to improve platform outcomes.

This hybrid role is based in the Greater Seattle Area with two in-person days per week at the Downtown Seattle Office and potential relocation.

Qualifications

• 8+ years driving complex, cross-functional technical programs across multiple domains.
• Ability to lead through ambiguity and define scope, ownership, and success criteria.
• Strong governance, risk management, and decision-making skills at senior levels.

Responsibilities

• Take programs from shapeless to executable with clear scope, ownership, and success metrics.
• Turn priorities into a coherent plan with sequencing and accountable owners.
• Frame trade-offs, make recommendations, and secure decisions with the right stakeholders.
• Align across organizational boundaries and surface conflicts to a shared path forward.
• Be a peer to engineering on architecture, dependencies, data integrity, and rollout planning.
• Define and report KPIs to show program health and progress to leadership.
• Own launch readiness and ensure teams have what they need to move forward.
• Push AI-enabled workflows to accelerate reporting and coordination.
• Ramp quickly in unfamiliar domains and build credibility across teams.
• Serve as connective tissue between Seattle and Barcelona teams and contribute to TPM practice.
