Job summary

Rover is seeking a seasoned Technical Program Manager in the Seattle area to own and accelerate cross-functional programs that power our pet care platform. You will coordinate engineering, data, product, and operations to deliver complex initiatives with measurable outcomes.

You’ll lead with structured thinking, define scope, establish owners and success criteria, and drive decisions while collaborating with senior leaders. This is a hybrid role based in Downtown Seattle.

Qualifications

• 8+ years driving complex, cross-functional technical programs.
• Track record owning high-complexity programs end to end across multiple domains.
• Ability to navigate ambiguity, align stakeholders, and drive decisions.
• Experience partnering with engineering and senior leadership.
• Strategic thinker who pushes AI tools to improve workflows.

Responsibilities

• Take programs from shapeless to executable: define scope, owners and success criteria.
• Turn priorities into a coherent plan with sequencing and ownership.
• Frame trade-offs, recommend actions, and secure the right decision-makers.
• Align across org boundaries to keep priorities cohesive and on track.
• Be a peer to engineering on architecture, dependencies, data integrity and rollout.
• Define and report KPIs to show program health and progress.
• Maintain artifacts like charters, plans, dependency maps, risk logs.
• Own launch and delivery readiness; treat launch as a checkpoint, not a finish.
• Push AI tools to automate reporting and improve team velocity.
• Ramp quickly in new domains and build credibility with teams.
• Be the connective tissue across Seattle and Barcelona teams and improve TPM practice.
