Job summary
Blue Cross NC is seeking a Senior Technical Project/Program Manager to lead complex technology-driven initiatives from planning through delivery, release, and post-implementation transition. You will coordinate cross-functional teams, manage schedules, budgets, risks, and dependencies, and align stakeholders while supporting Agile governance and enterprise programs.
The role requires strong project management credentials (PMP/Agile/Scrum/SAFe) and a proven ability to translate technical details
Qualifications
- Bachelor's degree or advanced degree (where required).
- 5+ years of experience in related field.
- In lieu of degree, 7+ years of experience in related field.
- PMP, Agile, Scrum, SAFe, or related project management certification preferred.
Responsibilities
- Lead planning, execution, and delivery of digital technology initiatives with integrated project plans, schedules, roadmaps and release timelines.
- Coordinate cross-functional efforts across Agile teams, engineering, product, business stakeholders, vendors, and enterprise programs.
- Maintain technical and product knowledge to anticipate delivery risks and resolve blockers and dependencies.
- Identify, assess, track, and manage risks, issues, assumptions, dependencies, and decisions with timely escalation.
- Ensure alignment with governance, delivery methodologies, compliance, and quality expectations.
- Manage resources, capacity planning, team allocations, and delivery constraints with accurate forecasting.
- Track budgets, vendor commitments, and resource impacts affecting scope and timeline.
- Build and maintain relationships with business leaders, product teams, and technology partners.
- Serve as the primary contact for project communications, status reporting, risk management, escalations, and stakeholder engagement.
- Translate complex delivery information into clear updates for business partners and executives.
- Support Agile delivery through PI planning, sprint/release coordination, dependency management, and cross-team execution.
- Coordinate release readiness activities, approvals, implementation planning, change management, and production transition.
- Monitor delivery performance, quality, scope, schedule adherence, and trends for improvement.
