Job summary

Blue Cross NC is seeking a Senior Technical Project/Program Manager to lead complex, technology-driven initiatives from planning through delivery and post-implementation transitions. You will coordinate cross-functional teams, manage schedules and budgets, and oversee governance to ensure high-quality outcomes.

The role emphasizes Agile delivery, stakeholder engagement, risk management, and effective communication with executives.

Qualifications

• Bachelor's degree or advanced degree where required.
• 5+ years of experience in related field.
• In lieu of degree, 7+ years of experience in related field.

Responsibilities

• Lead the planning, execution, and delivery of digital technology initiatives with integrated project plans, schedules, milestones, roadmaps, and release timelines.
• Coordinate cross-functional efforts across Agile teams, engineering, product, business stakeholders, vendors, and enterprise programs to ensure successful delivery outcomes.
• Maintain technical and product knowledge to anticipate delivery risks, support tradeoff discussions, and help resolve blockers.
• Identify, assess, track, and manage project risks, issues, assumptions, dependencies, and decisions; ensure timely escalation and resolution.
• Ensure alignment with governance standards, delivery methodologies, compliance requirements, and quality expectations.
• Manage project resources, capacity planning, team allocations, and delivery constraints while forecasting and planning.
• Track budgets, vendor commitments, and resource impacts; provide visibility into scope, timeline, and business outcomes.
• Build relationships with business leaders, product teams, technology partners, architects, vendors, and stakeholders.
• Serve as the primary contact for communications, status, risk management, escalations, and engagement.
• Translate complex technical delivery information into clear updates for business partners and executives.
• Support Agile delivery practices through PI planning, sprint and release coordination, dependency management, and cross-team execution oversight.
• Coordinate release readiness activities, approvals, planning, change management, and transition to production support.
• Monitor delivery performance, quality, scope, schedule adherence, and issue trends; promote predictable outcomes.
• Contribute to program-level initiatives, governance, reporting, and cross-functional collaboration.
