Blue Cross NC is seeking a Senior Technical Project/Program Manager to lead complex, technology-driven initiatives from planning through delivery and post-implementation transition. This role coordinates agile teams, manages risks and dependencies, and serves as the primary contact for project communications with business partners and executives.

You will oversee governance, roadmaps, budgets, and cross-functional delivery while ensuring quality and alignment with enterprise standards.

Qualifications

• Experience leading complex technology projects from planning to delivery.
• Strong stakeholder engagement and governance experience.
• Advanced knowledge of Agile delivery practices and SDLC.

Responsibilities

• Lead planning, execution, and delivery of digital technology initiatives with roadmaps and release timelines.
• Coordinate cross-functional agile teams, product, business stakeholders, and vendors for successful delivery.
• Identify and manage delivery risks, dependencies, and blockers with clear escalation when needed.
• Ensure governance, compliance, and quality standards throughout delivery.
• Manage resources, capacity planning, and forecasting to support execution.
• Communicate project status to business partners and executives.
• Coordinate release readiness, change management, and production transition.
• Monitor performance, scope, schedule, and budgets to ensure outcomes.
