Blue Cross NC is seeking a Senior Technical Project/Program Manager to lead complex technology-driven initiatives from planning through delivery and post-implementation transition. You will coordinate multi-team efforts, manage budgets and risks, and align stakeholders to ensure successful outcomes.

The role emphasizes Agile delivery, governance, and clear reporting to executives, with hybrid work and collaboration across business and technology partners.

Qualifications

• Bachelor's degree or advanced degree required.
• 5+ years of experience in related field.
• In lieu of degree, 7+ years of experience in related field.

Responsibilities

• Lead the planning, execution, and delivery of digital technology initiatives by developing integrated project plans, schedules, milestones, roadmaps, and release timelines.
• Coordinate cross-functional efforts across Agile teams, engineering, product, business stakeholders, vendors, and enterprise programs to ensure successful delivery outcomes.
• Maintain sufficient technical and product knowledge to anticipate delivery risks, support tradeoff discussions, and help resolve blockers and dependencies.
• Identify, assess, track, and manage project risks, issues, assumptions, dependencies, and decisions, ensuring timely escalation and resolution when needed.
• Ensure alignment with governance standards, delivery methodologies, compliance requirements, and quality expectations.
• Manage project resources, capacity planning, team allocations, and delivery constraints while supporting accurate forecasting and execution planning.
