Job summary

Blue Cross NC is seeking a Senior Technical Project/Program Manager to lead complex technology initiatives from planning through delivery, release, and post-implementation transition.

The role coordinates cross-functional teams, manages schedules, budgets, risks, and dependencies, and ensures governance and quality standards are met. Hybrid-flex work options are available with remote and in-office collaboration.

Qualifications

• Bachelor's degree or advanced degree (where required)
• 5+ years of experience in related field
• In lieu of degree, 7+ years of experience in related field

Responsibilities

• Lead planning, execution, and delivery of digital technology initiatives with integrated project plans, schedules, milestones, roadmaps, and release timelines.
• Coordinate cross-functional efforts across Agile teams, engineering, product, business stakeholders, vendors, and enterprise programs for successful delivery.
• Maintain technical and product knowledge to anticipate delivery risks and resolve blockers and dependencies.
• Identify, assess, track, and manage project risks, issues, assumptions, dependencies, and decisions; escalate when needed.
• Ensure alignment with governance standards, delivery methodologies, compliance, and quality expectations.
• Manage resources, capacity planning, team allocations, and delivery constraints with forecasting and planning.
• Track budgets, forecasts, vendor commitments, and resource impacts; provide visibility on scope, timeline, and outcomes.
• Build relationships with business leaders, product teams, technology partners, architects, vendors, and stakeholders.
• Serve as primary contact for communications, status reporting, risk management, escalations, and stakeholder engagement.
• Translate complex delivery information into clear updates for business and executives.
• Support Agile delivery through PI planning, sprint and release coordination, dependency management, and cross-team execution oversight.
• Coordinate release readiness activities, approvals, and transition to production support.
• Monitor delivery performance, quality, scope, schedule adherence, and trends to ensure high-quality outcomes.
• Contribute to program delivery improvements through governance processes and cross-functional collaboration.

Skills
