Job summary

Ventures Unlimited, Inc. is seeking an experienced Tax System Modernization Program Manager to lead a large-scale transformation initiative onsite in Raleigh, NC on a W2 contract basis.

The role requires coordinating cross-functional teams, vendors, and executive stakeholders to deliver program roadmaps, governance, risk management, and regulatory compliance for government systems. Qualifications

• Minimum 7 years in program or project management.
• 7+ years in large-scale modernization or transformation projects, preferably in government/public-sector environments.
• 7+ years developing program status reports and dashboards.
• 7+ years presenting to executive-level stakeholders.
• 7+ years with government technology regulatory standards and compliance.
• Strong experience in program planning, risk management, resource allocation, and stakeholder coordination.
• Proficiency in Microsoft Project, Microsoft Office, SharePoint, and Microsoft Teams.
• Excellent leadership, communication, organizational, and analytical skills.

Responsibilities

• Develop and oversee the program roadmap, schedules, milestones, and resource plans.
• Coordinate with technical and functional leaders, vendors, and cross-functional teams.
• Monitor progress, identify risks, manage issues, and mitigate.
• Prepare executive status reports, dashboards, and presentations for steering committees and leadership.
• Facilitate governance meetings and timely resolution of decisions, issues, and actions.
• Manage dependencies, vendor deliverables, and contract milestones.
• Oversee staffing plans, budgeting, and procurement coordination.
• Support organizational change management and stakeholder engagement.
• Lead and mentor project managers for individual program workstreams.
• Ensure compliance with government technology standards, policies, and regulations.
• Coordinate activities related to system implementation, data conversion, interfaces, testing, deployment.
• Track program benefits and maintain documentation and reporting.
