Job summary

IDR, Inc. is seeking a Sr Program Manager for a large multi-year modernization program with a public-sector agency in Raleigh, NC. You will lead the program from planning through deployment, coordinating with executives and the vendor PM, and driving governance.

You will own the roadmap, schedules, risks, and changes; guide cross-functional teams, manage vendors against milestones, and report progress to senior leadership. Strong communication and public-sector regulatory knowledge are essential.

Qualifications

• 7+ years in program or project management
• Experience leading large-scale modernization or transformation programs, ideally in the public sector
• Strong executive presentation and status reporting skills
• General knowledge of state and federal regulatory standards for government technology

Responsibilities

• Own the program roadmap, schedule risks, issues, and change requests.
• Lead executive steering committee and governance meetings; deliver status reports to senior leadership.
• Serve as main liaison for the implementation vendor’s PM.
• Lead a team of project managers over workstreams like data conversion and interfaces.

Position Overview for the Sr Program Manager:

A large public-sector agency is starting a multi-year modernization program to replace its legacy tax administration system with a new integrated platform, rolled out across five major releases. They need a senior Program Manager to lead the program from planning through deployment. The role reports directly to the executive sponsor and partners with the technical and functional program directors.

You’ll own the program roadmap, schedule, risks, issues, and change requests. You’ll also serve as the main point of contact for the implementation vendor’s PM, run executive steering committee and governance meetings, and deliver status reports and dashboards to senior leadership. You’ll lead a team of project managers over workstreams like data conversion and interfaces, track vendor deliverables against contract and payment milestones, and coordinate with procurement, other agencies, and internal IT.
