Job summary

The North Carolina Department of Revenue is seeking a Tax System Modernization Program Manager in Raleigh, NC for a multi-year onsite engagement. The role leads planning, scheduling, and resource analysis for a major modernization initiative with multiple releases.

You will coordinate with vendors, the Transformation Management Office, and agency directors, applying project management best practices, managing risks, change control, and governance.

Qualifications

• Minimum of 7 years of experience in program or project management.
• PMP or PgMP certification preferred.
• Experience managing large-scale modernization or transformation projects, ideally within government or public sector.
• Experience with Agile project management methodologies is a plus.
• Proven experience developing high-quality status reports and dashboards.
• Proven experience presenting to executive-level stakeholders.
• General knowledge of state and federal regulatory standards for government technology.

Responsibilities

• Lead planning and monitoring of the program.
• Collaborate with the tax system vendor and TMO to develop a modernization roadmap and milestones.
• Ensure program management best practices, documentation, and change management.
• Identify key risks and mitigation plans and ensure timely resolution to avoid delays.
• Coordinate with agency IT leads, business analysts, and contractors to ensure effective teamwork.
• Create and deliver regular status reports, dashboards, and Executive Steering Committee updates.
• Oversee vendor deliverables, contract milestones, and onboarding/offboarding processes.
• Manage staffing plans, budgeting, and resource allocation across releases.
