Job summary

GovCIO is seeking a Senior Architect Development Team Lead to guide solution architecture and development efforts for a government customer. This hybrid role is primarily remote with occasional onsite work in the Washington DC metro area.

You will lead a team of architects and developers, coordinate requirements with federal agencies, and ensure architectures meet regulatory and security standards across DIMs. Strong NAT/ADABAS and ServiceNow/JIRA experience is required.

Qualifications

• Bachelor’s degree and 15+ years of experience in large-scale application design and development.
• Expert proficiency in Natural programming with ADABAS.
• Experience with NaturalONE Eclipse-based development environment.
• Minimum 5 years of project management experience.
• Proven ability to define customer requirements and design cross-system solutions.
• Strong communication and coordination across teams and stakeholders.

Responsibilities

• Lead a team of technical architects and developers.
• Assess existing background investigation systems and processes at DCSA and other agencies.
• Collaborate with customers to capture requirements and propose scalable architectures.
• Ensure compliance with federal regulations and standards.
• Oversee implementation and alignment of solutions with operations and maintenance.
• Coordinate with infrastructure, security, and support teams.
• Utilize JIRA for requirements tracking and manage workflows in ServiceNow.
• Develop and maintain batch processing (JCL) and file transfer (Connect Direct, IBM MQ) pipelines.
