Job summary

GovCIO is seeking a Senior Architect Development Team Lead to support solution architecture and development for a government customer in the Washington DC area. The role offers a hybrid schedule with mostly remote work and occasional onsite activities.

You will lead the architecture team across O&M and enhancement initiatives, coordinating with infrastructure, networking, and security teams. Experience with Natural/ADABAS, ServiceNow, and IBM MQ is required.

Qualifications

Bachelor’s degree in a relevant field or equivalent experience.
15+ years of experience on large-scale application design and development.
Expert proficiency with Natural using ADABAS.
5+ years’ project management experience.
Experience defining requirements with customers.
Proven ability to design cross-system solutions.
Experience with cloud and on‑prem environments.
Strong written and verbal communication skills.

Responsibilities

Manage a team of technical architects and developers.
Assess existing background investigation systems and processes.
Engage with customers and stakeholders to elicit requirements.
Design scalable, efficient solution architectures.
Ensure compliance with federal regulations and standards.
Collaborate with development teams for implementation.
Oversee IT workflow using ServiceNow and JIRA.
Develop and maintain file transfer and batch processing (Connect Direct, IBM MQ).
Provide guidance on federal contracting and grants management.
