Luster National is seeking a senior Risk Manager to lead risk management for large, heavy-civil infrastructure programs in Los Angeles. You will develop governance, run risk workshops, and quantify exposure to guide contingency decisions.

You will oversee schedule and cost risk analyses, coordinate with designers, contractors, and stakeholders, and defend risk positions before funding bodies and boards. Strong communication and leadership are essential.

Qualifikationen

• Bachelor's degree in civil engineering, construction management, construction engineering, or related field, or equivalent combination of education and experience.
• 10+ years of risk management experience for large (>$500M), complex, heavy-civil infrastructure projects.
• Experience facilitating risk workshops and building and maintaining a program risk register across the project lifecycle.
• Experience running quantitative cost and schedule risk analysis and converting results into contingency recommendations.
• Working knowledge of CPM scheduling and cost forecasting to test exposure in the risk register.
• Experience with industry standard risk analysis and scheduling software (e.g., Primavera Risk Analysis, Deltek Acumen Fuse, @Risk, Primavera P6).
• Proficiency with Microsoft Office Suite/Office 365.

Aufgaben

• Develop and maintain the program’s risk management plan, process, and governance framework, and keep them aligned with contract requirements and funding agency standards.
• Facilitate risk identification and assessment workshops with program staff, designers, and contractors, and keep the program risk register current with ranked threats and opportunities.
• Quantify cost and schedule exposure through Monte Carlo or comparable simulation, and convert the results into contingency recommendations tied to a stated confidence level.
• Analyze the baseline schedule and monthly updates for logic, calendar, and float integrity, and evaluate whether the schedule carries the exposure the risk register says it does.
• Track mitigation actions to closure, hold action owners to their committed dates, and escalate where mitigation has stalled.
• Evaluate change proposals, delay claims, and time impact analyses for program exposure, and support the program’s negotiating position with quantified cost and schedule findings.
• Review risk allocation in procurement and contract documents, and recommend terms that place each risk with the party best able to carry it.
• Reconcile the risk position against cost forecasts, schedule updates, and change logs so risk drivers trace to time and cost outcomes, and report exposure through dashboards and briefs.
• Coordinate risk across third-party interfaces, including utility owners, railroads, and adjacent contracts, while maintaining operations during construction.
• Prepare the risk and contingency sections of funding submittals, board packages, and independent oversight reviews, and defend the assumptions behind them.
• Calibrate models against actual program outcomes, benchmark contingency draw against comparable programs, and improve the risk process as the program produces lessons.
