Job summary

Luster is seeking an experienced Risk Manager to oversee risk management for large, complex heavy civil infrastructure programs including highways, bridges, transit, airports, and water projects. You will quantify cost and schedule exposure, develop contingency positions, and maintain an auditable risk register aligned with funding agency standards.

The role requires 10+ years of risk management experience on large projects, workshop facilitation, and proficiency with CPM scheduling and risk

Qualifications

• Bachelor’s degree or higher in a related field; 10+ years of risk management experience on large heavy-civil projects.
• Experience facilitating risk workshops and maintaining a program risk register.
• Proficiency with cost and schedule risk analysis and contingency recommendations.
• Working knowledge of CPM scheduling and cost forecasting practices.
• Experience with industry-standard risk analysis software.

Responsibilities

• Develop and maintain risk management plans, processes, and governance aligned with contract requirements.
• Facilitate risk identification workshops with staff, designers, and contractors.
• Quantify cost and schedule exposure and convert results into contingency recommendations.
• Analyze baseline schedules for exposure consistency with risk registers.
• Track mitigation actions and enforce deadlines with owners.
• Evaluate change proposals and time impact analyses for program exposure.
• Review procurement risk allocations and suggest favorable terms.
• Report exposure through dashboards and briefs to stakeholders.
• Coordinate risk across third-party interfaces and active facilities during construction.
• Prepare risk and contingency sections of funding submittals and board packages.
