Qualifications

• Ph.D. in economics, health services research, health policy, public health, or related field with 4+ years of experience; or a Master’s with 8+ years.
• Hands-on CMS/CMMI APM implementation or evaluation experience preferred.
• Experience with Medicare/Medicaid data and federal health programs is a plus.

Responsibilities

• Translate model designs and policy goals into operational methodologies using claims and program data.
• Develop value-based care methods, attribution, payments, benchmarking and risk adjustment.
• Design and conduct evaluations using quasi‑experimental designs to estimate impact on spending and quality.
• Collaborate with economists, data scientists and engineers on research and prototype development.
• Lead methodology documents, evaluation reports and briefings for model teams.
• Mentor junior researchers and manage project tasks and stakeholders.
