Job summary

Commence is seeking a Senior Quantitative Researcher to lead the design and evaluation of CMS/CMMI alternative payment models using Medicare/Medicaid data and other sources. You will collaborate with data scientists and engineers to implement analytics on the Commence platform and translate policy goals into actionable methodologies for federal programs.

The role requires hands-on experience with implementation and evaluation of APMs, strong analytical skills, and the ability to mentor junior

Qualifications

• Ph.D. in economics/health services research/health policy/public health with 4+ years experience; or a Master’s with 8+ years.
• Hands-on CMS/CMMI APM implementation/evaluation experience; both implementation and evaluation preferred.
• Experience with two of: screening/monitoring, attribution, payments, quality measurement, comparison groups, quasi‑experimental methods.
• Experience with Medicare/Medicaid data (e.g., CCW, IDR, VRDC).
• Clear, concise writing for federal audiences; proposal-writing experience.

Responsibilities

• Translate model design documents and policy goals into operational methodologies using CMS data, enrollment data, and other sources.
• Develop, refine, and implement value-based care methodologies, including attribution and risk adjustment.
• Design and conduct evaluations using quasi-experimental designs to estimate impact on spending, utilization, and quality.
• Partner with economists, data scientists, and engineers to apply ML-based methods on the Commence platform.
• Lead and collaborate on methodology documents, evaluation reports, and briefings for CMMI model teams.
• Lead and collaborate on technical approaches for CMS/CMMI proposals; mentor junior researchers; manage tasks.
