Job summary

Commence is seeking a Senior Quantitative Researcher to implement and evaluate CMS/CMMI alternative payment models, turning data into actionable insights for federal health programs. You will work with economists, data scientists, and engineers on healthcare analytics and ML-based methods within the Commence platform.

The role emphasizes design, evaluation, and communication of complex methodologies to federal audiences, mentoring staff, and delivering high-quality reports on schedule.

Qualifications

• Ph.D. in economics, health services research, health policy, public health, or related field with 4+ years of relevant experience.
• Hands-on CMS/CMMI APM implementation and/or evaluation experience preferred.
• Knowledge of at least two of: participant screening, attribution, payments design, quality measures, comparison groups, quasi-experimental methods.
• Experience with Medicare/Medicaid data (e.g., CCW, IDR, VRDC).
• Clear and concise writing for federal audiences; proposal‑writing experience.

Responsibilities

• Translate model design documents and policy goals into operational methodologies using Medicare and Medicaid claims, enrollment, and program data, plus surveys and census data.
• Implementation: develop, refine, and implement value-based care methodologies including screening, attribution, payment design, quality measures.
• Evaluation: design and conduct evaluations with methods like propensity score matching, synthetic controls, and difference‑in‑differences.
• Partner with economists, data scientists, and engineers to apply ML-based methods on the Commence platform to develop novel approaches.
• Lead and collaborate on methodology documents, evaluation reports, and briefings for CMMI model teams; mentor junior researchers.
• Lead design and write technical approaches for CMS/CMMI proposals and serve in key project roles; manage teams and deliver on time and budget.
